Request for Proposals - Direct Responsible Charge (DRC) Services
The City of Joseph is seeking proposals from qualified individuals or firms to provide Direct Responsible Charge (DRC) Services for its municipal water and wastewater systems. The selected contractor will provide DRC coverage, regulatory compliance oversight, operational support, reporting assistance, and staff mentoring for the City’s Level 1 Water Treatment Facility and Level 2 Wastewater Treatment Facility.
The City is looking for an experienced professional with appropriate Oregon certfications and a strong background in municipal water and wastewater operations, regulatory compliance, and staff development. Experience working with small or rural communities is preferred.
